SB 716 raises fines for health and safety violations at nonresidential buildings over 20,000 SF, and AB 817 requires contingency reserves before permits for new cold storage facilities over 20,000 SF. Both start with LA County and the Boyle Heights rebuild, then apply statewide in July 2028.
